Thank you for your bug report.

We have a known issue that there is no ability to open the permission set that has no any related license. I kindly ask you to check if this reason could be applied to your case. 

If your permission set has no related license, you can check if the issue would be reproduced after you would assign any.

Also, you can check if you can open any other permission set which has a license.

From our side, we will work on solving this issue in one of the future versions of the IDE.

Hi Bruce,

I hope you are doing well.

And I'm happy to inform you that we have just released the Bloom R27 version of TWS for Windows and this version contains the fix for the current issue.

So please update the IDE or download the latest version from the website and you can start using the Permission Set Editor without issue.
