when moving the mouse over menu items like files in the Solution Explorer or just resize a window will cause artifacts and other UI to look smeared.

I found the fix to this. There is a setting that uses hardware graphics acceleration if available. Its in Tools > Options > Environment > General. Uncheck everything directly under the Color Theme. Specifically, it's the third checkbox that causes the issues.
