Currently the is no way to prevent the test run when deploying to another organization.

All the tests are run in TWS in this case anyway.

Our team is going to improve the Deployment process in general in the several sprints.

I'll include this suggestion to the scope of the future work.

I'll keep you updated about the resolution related to this.

I want to inform you that we have changed the deployment process to improve it and to give you additional abilities in a frame of this functionality. 

The test run settings are the part of these changes. Now you can select specific tests to run, to run local tests, or even don't run any of them.

Currently, the updated 'Deploy to organization' process is available for you in The Welkin Suite Nova for Mac, and soon this will be available in Spire version of the IDE for Windows.
