We have a fairly old org that still has some S-controls.
Which I'd like to work with in Welkin and eventually rebuild in VF or Lightning
Doesn't look like Welkin Suite supports them?

Thank you for your question.
Unfortunately, the IDE doesn't support the work with S-controls, and I'm not sure that we will work on this since they are already not commonly used in Salesforce development and most of them are rebuild in Visualforce or Lightning.
At the same time, we have improved the development process of Visualforce pages with the markup completion (more details here) and you can use the convenient Lightning Components and Application previewer when you are working on your Aura files (more details here).
