May I please clarify with you some additional details which can help us to find a reason for the issue and a solution for this case?

Here are my questions:

1. What was the result status of the deployment in the IDE? If it is failed, can you please check what errors are a reason for the failed deployment?
   
2. Also, can you please check the status of the deployment on your B organization on Salesforce?
   You can find this information in the Setup mode -> Deploy section -> Deployment Status. Also, there you can see if a test run is required for your Organization. If this is acceptable for you, we would appreciate if you'd send us a screen of this status.
   
3. Can you please check if the issue is reproduced when you specify the credentials to your B organization manually instead of selecting B project at the first stage of the deployment?

for #3, I get a failed login to the server. my username, password and security token are all correct and I've tried with sandbox environment and custom domain.

so, I guess this can be marked as fixed; I reconnected to the orgs today and then did a new pull from each org and tried deploying from org A to org B again and it all looks good. I'm guessing my credentials expired at some point and I didn't realize it.
