Hi Jeffrey,
Thank you for your post.
This is known issue to us, and our developers will work on solving this in one of the nearest version of The Welkin Suite for Windows.
Also, I want to note, that this issue applies to permission sets that have no license.
I will let you know when we will solve this in the IDE.

I hope you are doing well.
And I'm happy to inform you that we have just released the Bloom R27 version of TWS for Windows and this version contains the fix for the current issue.
So please update the IDE or download the latest version from the website and you can start using the Permission Set Editor without issue.
