Need a way to download complete Managed Package code within IDE

    I've learnt that after Bloom R19 release, an important function was removed. We can no longer create a Project with only providing a Managed Package name as metadata component.
    Considering a developer developing a managed package in a developer org, with namespace. There should be a way for him/her to be able to create a project by simply providing the managed package name in package.xml like this:

    <?xml version="1.0" encoding="utf-8"?>
    <Package xmlns="http://soap.sforce.com/2006/04/metadata">
    	<fullName>My Package Name</fullName>
        <version>45.0</version>
    </Package>


    I'm not talking about Installed Packages, this is for a pacakge that is being developed in the organization and by making package.xml like this, we could simply download ALL metadata components in the Package without needing to go through a load of components manually and selecting them one-by-one in metadata project coniguration of TWS.
    Please bring this function back. Currently if we make package.xml like this, it comes out Empty when the project is opened in IDE and refreshed from org.
